Irish. Kerry is in the Province of Munster. The idea that all Irish people typically have red hair and very white skin is almost as erroneous as the idea that Spaniards all have black hair, dark eyes and swarthy skin. Dark hair and blue eyes are very common in Ireland. Look at well known Irish entertainers such as Andrea Corr, Gabriel Byrne, Colin Farrell and Pierce Brosnan. Darker hair is more the rule in southern Ireland. I am sure someone is going to come here and write about the "Black Irish" and Spanish sailors....pure myth.
edit: In Irish, Kerry is known as CiarraĆ, meaning the Descendants of the tribe of Ciar. It does NOT mean dark brown.

Kerry is an Irish name and a lot of Irish have black hair and blue eyes.
However no way can you jump to the conclusion that everyone with the name Kerry is Irish. For instance Senator John Kerry isn't.. His paternal grandparents who were Austrian Jews changed their name from Kohn to Kerry.

Kerry 'people'.....like 'people' from anywhere else have various ancestries...you can't take a whole population and determine their collective ancestry.................you need to follow the paper trail of records that the people you are researching to find THEIR own ancestry and giving eye and hair colour changes nothing at all and tells you nothing at all about ancestry................

Kerry comes from a word that means black/dark brown. Have you done any research at all into your mother's genealogy? Have you thought of a DNA test? Kerry looks like a lovely place to visit.
