No they are sealed court records in the county/state/country the adoption occurred in and you need to petition the same court to look at them if you have legal standing. If closed adoption then they rarely are released to be opened. Some U.S. States have an adoption Registry where the adoptee as well a bio parents can request information and or a meeting. If both do file with the registry the Registry will help with making contact. Some have a way to receive non identifying information such a medical information. You have the contact the adoption agency or family court that handled the adoption to see what is allowed with out a lawyer and trying to see records.

No most adoption records are sealed at the time of the adoption. Not all "public" records are available online, only the ones that has be transcribed by an organization and placed on a web site are available. There are websites that assist people who were adopted attempt to locate biological relatives. Current adoptions are not considered genealogical research

No they are not public but if you wanted to know your mothers surname you could look on free bmd,I dont know if that would work if you were born anywhere other than Uk though.
